M e m o r a n d u m o f U n d e r s t a n d i n g
ON COOPERATION IN THE FIELD OF HEALTH AND MEDICAL SCIENCES BETWEEN THE MINISTRY OF HEALTH OF THE REPUBLIC OF ARMENIA AND THE MINISTRY OF HEALTH AND MEDICAL EDUCATION OF THE ISLAMIC REPUBLIC OF IRAN
Preamble:

The Ministry of Health of the Republic of Armenia and the Ministry of Health and Medical Education of the Islamic Republic of Iran, hereinafter referred to as "Parties", desirous to promote bilateral relationships in the field of health and medical sciences, recognizing that this co-operation will contribute to the improvement of health of their populations, have agreed as follows:
Article 1
The Parties will develop the co-operation in the field of health and medical sciences in accordance with the national legislation in force in the territory of each state.
Article 2
The Parties shall conduct mutually beneficial cooperation in fields identified as priorities, including, not limited to:
1. Providing the both Parties needs of the pharmaceutical and medical equipment, product related functions by their companies, according to the both Parties agreement.
2. Providing facilities for the process of drug registration according to regulation of both countries by the two Parties.
3. Providing facilities for joint venture production of pharmaceuticals, medical devices, biotechnology products and vaccines, according to both Parties regulation.
4.Exchange ofknowledge & technology in different fields of health and medical sciences.
5. Exchange of information and experiences to strengthen public health systems, Universal health coverage (with designated members of the Committee), and health care at the primary, secondary and tertiary level, in common border areas and also in other part of each of two countries.
6. Mutual recognition of higher medical education graduation documents.
7. Providing the medical education for specialists in the form of fellowship. Sabbaticals for scientific members and higher education in the needed and interested areas on the basis of agreed conditions of two Pm1ies.
8. Providing Short-term trainin g courses for Armenia health professional s and staff in different disciplines. particularl y in the area of primary health care and issues related to the field of pharmaceutical as agreed by the Parties.
9. Capacity building and cooperation in clinical and pharmaceutical research .
10. Study the existing and possible situation and opportunities to development cooperation in different areas of health tourism.
11. Establishment of polyclinics by the Iranian side, using facilities provided by the Armenian side.
12. Joint cooperation in the field of communicable Disease, especially T.B, and Non communicable Disease especially Cardio respiratil ry disease, and Cancers.
13. Cooperation in emergency situations for regulation of unimpeded transition of people and means of transportation at the state border respective crossing points (epidemic, large flow of people, earthquake, etc.)
14. Exchange of information on applicable measures for hiding and concealing counterfeit drugs as well as on methods and cases of their detection during the transition and realization of them .
15. Joint cooperation in the field of Risk Factors and healthy nutrition.
16. 0ther interested areas of both Parties through mutual agreement.
Article 3
In order to establish a suitable mechanism for implementation of above mentioned activities and obtain desired results, Parties will formally assign a working group from each side, led by an appointed representative, to develop due Action Plans and be in contact with each other at appropriate times as mutually decided by both Parties' state legislation.
Article 4
The activities as provided for by the present Memorandum of Understanding, will be implemented according to funds available in force of national regulation of each Party.
The travel costs of the experts and trainees defined by article 3 of the Memorandum of Understanding , for each case will be covered according to the mutual agreement of the Parties.
Article 5
This Memorandum of Understanding may be amended only by written request of either Party, and written mutual agreement of the Parties. The amendment will be done in writing and will enter into force from the date of exchange of the respective documents on the necessary procedures due to domestic legislation.
Article 6
Any divergence in interpretation or performance of this Memorandum of Understanding will be settled through negotiations between the competent authorities of the Parties and through diplomatic channels.
From each Party, the international affairs department will operatioanlize this MOU.
Article 7
The present Memorandum of Understanding shall enter into force and develop into agreed action plan, from the date of exchanging the respective documents on the necessary procedures due to domestic legislation.
This Memorandum of Understanding will remain valid for period of 5 years and it will be automatically extended for further periods of 5 years, unless either Party denunciate it by written notice through diplomatic channels, at least six months before its expiry date.
In case of denunciation of the present Memorandum of Understanding, according to the provisions of this Article, any program of co-operation undertaken under it and not yet completed , will remain valid until completion.
This Memorandum of Understanding comprising of a preamble and 7 articles was made in Tehran on the 14 December 2015, in two original copies, in Farsi, Armenia and English languages, all texts being equally authentic. In case of divergence of interpretation, the English version wiII prevaiI.
The MEMORANDUM OF uNDERSTANDING has entered into force on 21 JAnuary 2017
