M E M O R A N D U M O F U N D E R S T A N D I N G
ON SCIENTIFIC AND TECHNICAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ARMENIA AND THE GOVERNMENT OF THE UNITED ARAB EMIRATES
The Government of the Republic of Armenia and the Government of the United Arab Emirates (hereinafter referred to as "Parties"), being sure that scientific and technical cooperation is an important constituent of overall bilateral relations, acknowledging the importance of cooperation in the fields of science, technology and innovation, and admitting that such cooperation will foster the strengthening of mutually beneficial ties between the two counties, have agreed upon the following Memorandum of Understanding (MOU):
ARTICLE 1
The Parties will mutually foster the development and strengthening of science and technology cooperation between the two countries, in consistence with the provisions of the present MOU and the national legislation of both Parties.
ARTICLE 2
Within the framework of the present MOU, the areas of the scientific and technical cooperation will be defined according to the scope of mutual interests of both Parties in the sphere of science, technology and innovation development and input of scientific result in the two countries.
ARTICLE 3
The cooperation within the present MOU will be carried out on the level of the ministries, departments, national academies of sciences, scientific and research institutions and organizations, higher education institutions, as well as via individual scientists and specialists by signing separate agreements and contracts between them, based on the national legislation of the two countries.
ARTICLE 4
Directions that may be developed under the present MOU include:
● accomplishment of joint scientific, scientific-technical and social-economic programs and projects on a co-funding basis, as well as fundamental research works, which are of primary importance for the economies of the Parties;
● joint publication of the results of the research works;
● formation of joint research groups, including joint field research expeditions, innovation and other organizations, which will carry out research, elaborate and employ new technologies;
● training of scientific personnel and exchange of scientists and specialists;
● qualification improvement of scientists and specialists via joint seminars, conferences, work meetings and practical trainings;
● exchange of scientific and technical information.
The cooperation can also be carried out by other means upon the mutual consent of the Parties, which will ensure the implementation of the present MOU.
While choosing and defining the forms of the cooperation, the Parties are guided solely by the interests of science development and the economic and social progress of the two countries.
ARTICLE 5
Meanwhile, cooperation under the present MOU will be carried out within the scopes of activities of the Joint Commission on Trade, Economic and Technical Cooperation, based on the provisions of Article 7 of "The Agreement between the Government of the Republic of Armenia and the Government of the United Arab Emirates on Economic, Trade and Technical Cooperation" of April 20, 2002.
Organization of scientific cooperation under the following MOU will be conducted by the State Committee of Science of the Ministry of Education and Science on the side of the Republic of Armenia, and the Ministry of Education - on the side of the United Arab Emirates.
ARTICLE 6
Taking into consideration the importance of maintaining the scientific research and expert engineering development on international level, the Parties will promote the exchange of new technologies on mutually beneficial conditions. They will pay special attention to availability of new and unique experimental stations, devices, equipment for the scientists and will participate in their elaboration, production and attainment on cooperation bases.
ARTICLE 7
Considering the authors’ and owners’ copy rights, according to the national legislation of the two countries, the Parties will make the scientific and scientific-technical information, obtained during the cooperation period, available to the world-wide scientific community by using the accepted dissemination ways.
ARTICLE 8
According to their national legislations, the Parties will provide the defense of intellectual property rights, which can be created as a result of the cooperation within the present MOU. The issues concerning the defense and practice of intellectual property rights are regulated via agreements signed between the bodies and organizations mentioned in the ARTICLE 3 of the present MOU, taking into account the national legislation of each party.
ARTICLE 9
The present MOU will not affect the rights and obligations of the Parties arising from other international agreements to which they are parties. The terms of the present MOU will be realized in accordance with the national legislations of the Parties.
ARTICLE 10
The present MOU may be modified and amended upon the consent of the Parties, which will be formulated in written form via separate protocols and shall be considered as an integral part of the present MOU.
ARTICLE 11
Any arguments and disagreements during the interpretation and implementation of the present MOU will be settled via consultations and negotiations.
ARTICLE 12
The present MOU will enter into force on the date of receipt of last notification where one Party informs the other Party through diplomatic channels of the completion of its internal legal procedures necessary for its entry into force. The present MOU is valid for five years.
The period of validity of the present MOU will automatically be prolonged for another five years unless one of the Parties informs the other Party via diplomatic channels of its intention to terminate the present MOU six months prior to expire.
Neither modifications nor termination of the present MOU will affect the rights and responsibilities of the Parties assumed within the MOU before the modifications and termination thereof.
Done at Dubai on 10/11/2016, in two original copies, each in the Armenian, Arabic and English languages, all of them being equally valid. In case of any disagreements during the interpretation of the present MOU, the preference will be given to the English text.
The Agreement has entered into force on 25 May 2017
