Memorandum of Understanding Between the Ministry of Transport and Communication of The Republic of Armenia and the Ministry of Communication and Information Technology of The Islamic Republic of Iran for postal cooperation 19 January 2016 –Tehran
The Ministry of Transport and Communication of The Republic of Armenia and The Ministry of Communication and Information Technology of the Islamic Republic of Iran (hereinafter referred to as the "Parties),
Willing to develop and strengthen cooperation within the framework of the social and economic development of both countries;
Sharing similar goals and interests/objectives regarding the provisions of efficient and reliable services to the public in each of their respective countries;
Considering the potential available in strengthened relations between the Parties in the postal and postal financial fields and the need to fully exploit the capacity and the opportunities of that area;
Have agreed on the following:
Article 1
The Parties, on the basis of mutual benefits and in accordance with their national legislation and relevant norms and principles of the international law, will develop and improve mutual cooperation in the following areas:
1. To make a feasibility study on transiting of Armenia air and surface mail destined to the other countries via I.R.Iran;
2. To make a feasibility study on transiting of Iran air and surface mail destined to the other countries via Armenia;
3. To make a feasibility study on launching e-services such as e-shopping service, postal e-mail and other internet based services by the Post companies of the two countries;
4. To take joint measures in order to launch "e-shopping" service between the two countries;
5. To make a feasibility study on launching Direct mail and hybrid post;
6. To issue joint stamps on the agreed themes by the two countries
7. To hold joint exhibitions of philately products on different occasions in Yerevan and Tehran;
8. To have close coordination in international and regional postal meetings.
Article 2
A working group including the related experts of the two parties supervises implementation of the above said items through holding periodic meetings. The members of this group, date and venue of such meetings will be set following the signing the Memorandum of Understanding by official correspondences between the two countries in the framework of an executive program.
Article 3
The terms of this Memorandum of Understanding shall not affect the obligations of the Parties resulting from other international Contracts/Agreements to which they are Parties.
Article 4
Any disagreements concerning the interpretation or the application of the provisions of this Memorandum of Understanding will be settled by negotiations and consultation between the Parties and through diplomatic channels.
Article 5
Any amendments or changes may be made to this Memorandum of Understanding by written notification through diplomatic channels.
Article 6
This Memorandum of Understanding shall enter into force on the date of receipt by the Parties of the last written notification through diplomatic channels confirming the completion of their respective internal procedures required for the entry into force of this Memorandum of Understanding.
This Memorandum of Understanding is concluded for a period of three (3) years and shall remain in force automatically thereafter for the next three (3) year periods unless either of the Parties six months in advance notifies the other party through diplomatic channels in writing.
This Memorandum of Understanding with one introduction and 6 articles is set in Tehran, on 19 January 2016 in duplicate originals, each in Armenian, Persian and English languages, being equally authentic. Preference is given to the English version in case of any dispute that may arise while interpreting the provisions of the present Memorandum.
The Memorandum has entered into force on 10 August 2016
