 The Ministry of Foreign Affairs of the Republic of Armenia presents its compliments to the Embassy of the United Arab Emirates to the Republic of Armenia and on behalf of the Government of the Republic of Armenia has the honor to confirm that on 2 July the Ministry received the Note No. 66/2015 of the Embassy that reads as follows:

The Embassy of the United Arab Emirates in Armenia presents its compliments to the Ministry of Foreign Affairs of the Republic of Armenia.

 Referring to the Memorandum of Understanding between the Government of the United Arab Emirates and the Republic of Armenia signed 21 / June / 2009 in Yerevan, on mutual pre-Visa exemption for diplomatic passport holders, the Embassy has the honor to inform the Ministry that the Ministry of Foreign Affairs of the United Arab Emirates informed us that, according to Article 10 of the Memorandum, the first paragraph of which states that “any amendment to this Memorandum of

Understanding will take place through the agreement between the parties and the exchange of official memos between them through the official channels”.

Therefore, the Government of the United Arab Emirates requested an exemption for those United Arab Emirates citizens who hold special passports from Visa for entering to the Republic of Armenia. If approved, the amendment, the Government of the United Arab Emirates request the Armenian side to send a note containing the approval of the amendment to the Memorandum, which includes exemption of United Arab Emirates citizens who hold special passports from Visa for entering to the Republic of Armenia.

 The Embassy of the United Arab Emirates in Yerevan avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Armenia the assurances of its highest consideration.”

 The Ministry of Foreign Affairs of the Republic of Armenia on behalf of the Government of the Republic of Armenia has the honor to inform the Embassy that the Armenian side accepts the proposal of the Emirati side to make amendment to the "Memorandum of Understanding between the Government of the Republic of Armenia and the Government of the United Arab Emirates on exemption of prior entry visa for holders of diplomatic passports", signed 21 June 2009, and to formulate Article 1 as follows:

“Article 1

The passports concerned with prior entry visa exemption on accordance with this Memorandum of Understanding are:

- Valid diplomatic passports of the Republic of Armenia,

- Valid diplomatic and special passports of the United Arab Emirates.”.

 The Ministry of Foreign Affairs of the Republic of Armenia has the honor to state that in view of the amendment to the Article 1 the words "diplomatic passports" in the Articles 2, 3, 4 and 5 of the Memorandum of Understanding should accordingly be replaced with the words "passports mentioned in the Article 1 of this Memorandum of Understanding” and the word "diplomatic" should be removed from the Article 6.

 The Ministry of Foreign Affairs of the Republic of Armenia is guided by the understanding that this Note, along with the Note of the Embassy No. 66/2015 dated 2 June 2015, shall constitute an agreement between the Government of the Republic of Armenia and the Government of the United Arab Emirates to make amendments to the Memorandum of Understanding, which will enter into force as agreed in the Memorandum of Understanding: 30 days after the date of receipt of the last notification through diplomatic channels on fulfillment of the relevant procedures required by national legislation for the entry into force of this agreement.

 The Ministry of Foreign Affairs of the Republic of Armenia avails itself of this opportunity to renew to the Embassy of the United Arab Emirates to the Republic of Armenia the assurances of its highest consideration.
