M e m o r a n d u m  o f  U n d e r s t a n d i n g

 

Between The Ministry of Emergency Situations of The Republic of Armenia And The Supreme Council For National Security National Emergency Crisis and Disasters Management Authority of the United Arab Emirates In The Field of Emergency Situations

 

The Ministry of Emergency Situations of the Republic of Armenia and National Emergency Crisis and Disaster Management Authority of the United Arab Emirates, hereinafter referred to as "The Parties",

Accepting the importance of cooperation between authorities of their states in the field of emergency situations,

Taking into account the positive experience of cooperation between their states, aiming at most strengthening of mutual understanding and friendly cooperation,

Accepting the necessity of performance of agreed activities ensuring the population safety and sustainable development of the countries,

Accepting the necessity of mutual usage of human, scientific and technological and information potential for undertaking measures on prevention natural and man-made emergency situations and liquidation of consequences and helping the affected population,

Considering the useful bilateral and multilateral information exchange in the field of emergency situations,

Seeking rightly assessing the readiness of Caucasus and Middle East countries to cope with disasters,

have agreed to the following:

 

Article (1)

Cooperation Areas

The Parties will realize the cooperation in accordance with this Memorandum of Understanding (MoU), legislation of their countries and international law standards in the following areas of interest:

1. Prevention of emergency situations, protection of population and territories, search and rescue operations.

2. Prevention of natural and man-made disasters, consequence elimination.

3. Monitoring of hazardous man-made processes, ecological situation and natural phenomena.

4. Exchange of information and advanced technologies.

5. Joint planning and development of scientific and technical projects, and results of scientific researches, videos and pictorial material.

6. Visit of delegations responsible for emergency management and experience change.

7. Organizing of seminars, workshops, lectures for upgrading the specialized skills of emergency personnel.

 

Article (2)

Contact points

Each Party shall nominate one or more coordinators who will be liable for coordination and communication between the Parties in relation to the provisions of this MoU.

 

Parties shall communicate the name, title and contact details of designed coordinators by diplomatic channels.

 

Article (3)

Costs

Each Party shall bear its financial costs arising from cooperation under this MoU unless otherwise agreed.

 

Article (4)

Amendments

With the initiative of any of the Parties and by mutual agreement, amendments can be made to this MoU, which shall be formulated by separate protocols and shall make inseparable parts of this MoU.

 

Article (5)

Relations

The provisions of this MOU do not affect the rights and obligations of the Parties arising from other international agreements to which the States of the Parties are participant.

 

Article (6)

Disputes

1. If any dispute arises in relation to interpretation or execution of this MoU, the Parties shall seek to settle the dispute as soon as practicably possible through direct negotiation or diplomatic channels, if necessary and should not refer to any national or international court or any third party to settle the dispute.

2. In case of any dispute, the provisions of this MoU shall continue to apply until a final settlement is achieved.

 

Article (7)

Entry into Force Termination

1. This MoU will enter into force on the date of receipt of last notification where one Party informs the other Party through diplomatic channels that all necessary legal procedures necessary for its entry into force have been completed, and shall continue to be effective for (5) years and the term may be automatically renewed for similar terms of (5) years.

2. Either Party may terminate this MoU at any time by written notification given to the other Party through diplomatic channels. Such termination shall become effective three months after the date of receipt by the other Party of such notification.

3. After termination of this MoU, the Parties shall comply with their obligations and liabilities arising from it until they are fulfilled.

 

Done at Dubai on 10/11/2016 in two originals, each in Armenian, Arabic, and English languages. All texts are being equally authentic. In case of differing interpretations between the Armenian and Arabic texts, the English text shall prevail.

In witness whereof, the duly authorized representatives of the Parties hereto have signed this MoU.

 

The Agreement has entered into force on 4 May 2017.
