A G R E E M E N T

 

BETWEEN THE MINISTRY OF SPORT AND YOUTH AFFAIRS OF THE REPUBLIC OF ARMENIA AND THE MINISTRY OF THE INTERIOR OF THE REPUBLIC OF LITHUANIA ON COOPERATION IN THE FIELDS OF PHYSICAL EDUCATION AND SPORTS

 

The Ministry of Sport and Youth Affairs of the Republic of Armenia and the Ministry of the Interior of the Republic of Lithuania, hereinafter referred to as “the Parties”,

Desiring to maintain and strengthen the spirit of mutual solidarity and cooperation,

Seeking to strengthen and develop cooperation in the fields of physical education and sports, contribute to the education of a physically and mentally healthy society and encourage physical activity, and strengthen the cooperation between various sports organizations,

Convinced that the cooperation in the fields of physical education and sports will contribute to the friendship and mutual understanding between the Parties,

Understanding that sports should contribute public health, moral and physical education,

Acting in accordance with the principles set out in the Olympic Charter, and the Recommendation (No. R (92) 13 REV) of the Committee of Ministers of the Council of Europe, also known as the European Sports Charter,

Pursuant to the European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches adopted in Strasbourg on 19 August 1985, the International Convention against Doping in Sport adopted in Paris on 19 October 2005, the Council of Europe Convention on the Manipulation of Sports Competitions approved by the Ministers’ Deputies of the Council of Europe on 9 July 2014, and signed by the Parties to this Agreement in Magglingen on 18 September 2014;

Have agreed as follows:

 

Article 1

 

Principles and Areas of Cooperation

 

1. The Parties agree to cooperate in the fields of physical education and sports on the basis of this Agreement, in compliance with the legislation of their States and recognized norms and principles of the international law.

2. The cooperation between the Parties shall include the exchange of experience in the following fields:

– institutional cooperation,

– sports science and technologies,

– sports medicine,

– anti-doping and manipulation of sports competitions,

– sports sponsorship and management,

– planning and construction of sports facilities,

– organization of sports events, particularly focusing on public order and security,

– development of sport disciplines,

– qualification development of sports professionals and administrators,

– support for and development of disabled sports,

– promotion of physical activity, and development of sports for all, particularly focusing on physical activity and sports for children and youth,

– education and social inclusion through sports,

– other areas related to physical education and sports.

 

Article 2

 

Obligations of the Parties

 

1. With a view to cooperating in the fields under Article 1(2), the Parties agree to:

– exchange information and opinions, as well as best practices,

– exchange information on seminars, congresses, and other meetings,

– exchange experience on drafting legislation on physical education and sports,

– encourage the national sports federations of both countries to establish direct relations and strengthen mutual cooperation,

– cooperate in carrying out other activities in the field of physical education and sports.

2. In the framework of this Agreement, the Parties shall, within their possibilities, exchange professionals, experts, etc. for the purpose of mutual learning and experience, participate in courses, seminars, symposiums, congresses and other events organized in the States of the Parties.

3. The Parties shall also promote participation of their athletes in sports competitions and/or training organized in the Republic of Armenia and in the Republic of Lithuania.

 

Article 3

1. Competent authorities responsible for the implementation of the provisions of this Agreement shall be as follows:

2) Each Party shall notify the other Party in writing and through post or fax of any changes regarding the competent institutions or their names or functions no later than seven (7) days from these changes.

 

Article 4

 

Expenses

 

The Parties shall agree on the expenses resulting from the implementation of this Agreement on a case-by-case basis.

 

Article 5

 

Dispute Settlement

 

Any differences or disputes arising from the interpretation and implementation of this Agreement shall be settled through consultations and negotiations between the Parties.

 

Article 6

 

Final Provisions

 

1. This Agreement shall come into force on the date when the last wtitten notification about the completion of the necessary internal procedures for its entry into force has been received by diplomatic channels.

2. Changes and amendments to this Agreement can be done by mutual agreement. These changes and amendments shall form an integral part of this Agreement and shall enter into force according to the provisions of this Article.

3. This Agreement may be terminated through a written notification by one of the Parties. The Agreement shall cease 90 (ninety) days after the date of the receipt of the notification about the termination, but the activities ongoing at the moment of the notification shall not be terminated.

DONE in two copies at Yerevan on October 4th, 2017 in the Armenian, Lithuanian and English languages, all texts being equally authentic. In case of any divergence of interpretation, the English version shall prevail.
