A G R E E M E N T
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ARMENIA AND THE GOVERNMENT OF THE REPUBLIC OF MALTA ON COOPERATION IN THE FIELD OF CULTURE
The Government of the Republic of Armenia and the Government of the Republic of Malta, hereinafter referred to as “the Parties’’,
Wishing to establish and develop friendly relations between the two States,
Recognizing the important role of intercultural dialogue in the bilateral relations,
Being convinced that exchanges and cooperation in the sphere of culture will contribute to better recognition and understanding of the cultures and peoples of the two countries,
have agreed as follows:
Article 1
The Parties shall cooperate in the field of culture according to this Agreement, the national legislation of their States and the basic principles and norms of international law.
Article 2
The Parties shall support the recognition of art and culture of their countries through mutual visits and cultural exchange programs.
Article 3
The Parties shall support the exchange of books, publications, bibliographic materials and audiovisual resources on the history and culture, the direct cooperation between the libraries of two countries. The Parties shall also support translations of their national literature into the language of the other Party.
Article 4
The Parties shall develop the cooperation in the field of music, performing art, theatre, opera, ballet and in other fields.
Article 5
The Parties shall strive to organize exhibitions in the partner countries according to the existing legislation of their States.
Article 6
The Parties shall support direct cooperation between the interested Armenian and Maltese institutions and organizational units in the field of archeology, museum management and the conservation, protection and preservation of monuments. The details of such cooperation shall be agreed upon by the interested institutions.
Article 7
1. In the field of cinematography, the Parties shall support the participation of artists and experts in the International film festivals, film screenings and cultural film events organized both in the Republic of Armenia and in the Republic of Malta in accordence with organizational rules of the events, as well as direct cooperation between the specialized institutions, schools, associations and film archives.
2. The Parties shall also support direct contacts of the Armenian and Maltese specialists in the audiovisual field.
Article 8
The Parties shall ensure the protection of intellectual property rights and related rights in accordance with the legislation of their States and the provisions of international agreements to which both States are party.
Article 9
The Parties shall support the exchange of lecturers, specialists, scientists and experts in the fields of art and culture.
Article 10
The coverage of the expenses derived from the activties implemented in the framework of the present Agreement, will be decided case by case, by mutual consent of the Parties.
Article 11
The provisions of this Agreement do not exclude the possibility of other forms of cooperation in the field of culture, in which the Parties will agree through diplomatic channels.
Article 12
In order to contribute to the practical application of this Agreement, the Parties will form an Armenian-Maltese Joint Committee, where the representatives of competent organizations of the two States will be included with equal number.
This Joint Committee will reunite in the Republic of Armenia and in the Republic of Malta alternately, on the dates set beforehand through diplomatic channels.
Article 13
With the initiative and general consent of each Party amendments may be made to the present Agreement. These amendments shall enter into force in accordance with Article 15 of the present Agreement.
Article 14
Any controversy referred to the interpretation or application of the provisions of the present Agreement will be solved through consultations and negotiations between the Parties.
Article 15
This Agreement shall enter into force on the date of the receipt of the last notification by which the Parties inform each other, through diplomatic channels, on the fulfillment of their internal legal procedures for its entry into force, and shall be valid for five (5) years, with possible automatic extension for new periods of five (5) years each.
Either Party may denounce this Agreement by written notice to the other Party through diplomatic channels. In such a case the termination of the Agreement shall take effect three (3) months after prior notice in writing to the other Party.
The termination of this Agreement shall not affect the co-operation activities already being in the progress.
Done in Vienna, on the 7 of December, 2017, in two օriginal copies, each in the Armenian and English languages, all texts being equally authentic. In case of divergences of interpretation of the provisions of this Agreement, the English text shall prevail.
The Agreement has entered into force on 26 April 2019
