ON APPROVING THE MECHANISMS (ADDRESS CARDS, COMPUTER DATA ARCHIVES AND COMMUNICATION) FOR COMMUNICATION WITH TOUR OPERATORS AND AIRLINES WITH REGARD TO CONTACTS AND THE PROCEDURE FOR ENSURING THEREOF

Taking as basis point 8 of part 1 of Article 6 of the Law of the Republic of Armenia "On public healthcare", the Government of the Republic of Armenia hereby decides:

1. To approve:
(1) the procedure for ensuring mechanisms for communication with tour operators and airlines with regard to control over contacts, according to Annex No 1;
(2) the form of the public health passenger locator card, according to Annex No 2;
(3) the form of the register of a passenger (passengers) suspected of being diseased with a communicable disease and contacts, according to Annex No 3.
2. To assign the National Coordinating Body for International Health (medical-sanitary) Regulations to draw up the name list of all the tour operators and airlines within one year of this Descision entering into force.
3. This Decision shall enter into force on the day following its official promulgation.

PROCEDURE
FOR ENSURING MECHANISMS FOR COMMUNICATION WITH TOUR OPERATORS AND AIRLINES WITH REGARD TO CONTROL OVER CONTACTS
I. GENERAL PROVISIONS
1. This Procedure shall prescribe the mechanisms for regular communication (address cards, computer data archive and communication) with the infrastructures of the state authorised body in the field of healthcare, tour operators and airlines with regard to control over contacts of sources of biological, chemical and radiological factors among foreign citizens in the Republic of Armenia and citizens of the Republic of Armenia outside the Republic of Armenia, in accordance with the requirements of the International Health (medical-sanitary) Regulations (2005) (hereinafter referred to as "the Regulations"), for the purpose of ensuring the implementation of measures (preventive and anti-epidemic) to prevent the international spread of communicable diseases, poisonings, and lesions posing a threat to public health, as well as to prevent the introduction thereof.
2. Communication with tour operators and airlines shall be ensured by the application of all the possible means of communication — telephone, fax, e-mail, the Internet.
3. The concepts used within the meaning of this Procedure shall be as follows:
(1) tourist activities, tourist services, tourism operator, tourist group leader: concepts prescribed by the Law of the Republic of Armenia "On tourism and tourist activities";
(2) contact: a person diseased with a communicable disease or in a period of infection with a suspect, as well as a person having contacted with the source of chemical and radiological factors;
(3) affected: shall mean persons, luggage, cargo, containers, transport means, product, postal parcels or human remains affected or contaminated with an infection or carrying a source of infection or contamination posing a threat to public health;
(4) airline: an air company or an aircraft operator conducting international air communication or offering its services in the given field;
(5) journey maker: a natural person making an international journey;
(6) international journey (transportation): movement of persons, luggages, cargo, containers, transportation means, products or postal parcels through international borders, including the international trade;
(7) suspect: persons, luggages, cargo, containers, transport means, products or postal parcels which — in the opinion of the state — have been subjected or it is possible that have been subjected to a health risk and which can be a possible source for the spread of the disease.
4. Upon detection of a source of infection, contamination on an aircraft by the border medical and sanitary control points of the Healthcare Inspection Body of the Ministry of Healthcare of the Republic of Armenia (hereinafter referred to as "the sanitary quarantine point"), as well as upon instruction of the National Coordinating Body for International Health (medical and sanitary) Regulations (hereinafter referred to as "the National Coordinating Body"), upon arrival from areas affected with communicable diseases, from an endemic country, after the aircraft lands, preventive, medical and restrictive healthcare measures prescribed by the regulations may be applied to the aircraft, the aircraft crew and all passengers (suspected of infection or sick and contacts), about which the tour operator and the airline management shall be informed verbally and (or) in writing.

5. At border crossing points, the sanitary quarantine points may — in accordance with the legislation of the Republic of Armenia — require the aircraft, aircraft crew and passengers arriving from endemic or unsafe areas, countries with outbreaks, epidemics of communicable diseases published by the World Health Organisation to fill out public health passenger locator cards (hereinafter referred to as the "address card"), in accordance with Annex No 2 to Decision of the Government of the Republic of Armenia No 219-N of 3 February 2011.
6. Where persons with clinical signs or symptoms of the disease or facts regarding public health risk, including sources of infection and contamination, are found on board the aircraft, the aircraft shall be considered affected or contaminated and, in order to prevent the spread of the disease, all the contact passengers shall — upon the recommendation of the sanitary quarantine point — fill out address cards.
7. The aircraft commander or the representative thereof shall provide the filled-out address cards to the sanitary quarantine point.
8. For public health purposes, contacts of the source of infection shall submit to a sanitary quarantine point the following:
(1) information on the destination of the journey, in order to establish contact with him or her, where necessary;
(2) data related to the route, in order to clarify the presence of stay in the affected area, areas adjacent thereto or other possible contacts with the source of infection, contamination before arrival;
(3) results of verification of medical documents (international certificate of vaccination or prophylaxis, certificate of exemption from vaccination, document confirming medical examination and laboratory tests).
9. Contacts subject to vaccination or prophylaxis, as well as their parents or guardians, shall be informed of all risks regarding vaccination, prophylaxis or the absence of the latter.
10. The sanitary quarantine point shall carry out computer registration and archiving of data on a passenger (passengers) suspected of being diseased with a communicable disease and contacts arriving by an affected aircraft in the Register of a passenger (passengers) suspected of being diseased with a communicable disease and contacts, in accordance with Annex No 3 to Decision of the Government of the Republic of Armenia No 219-N of 3 February 2011. The mentioned Register shall be maintained by the sanitary quarantine point.
II. ENSURING MECHANISM FOR COMMUNICATION WITH TOUR OPERATORS WITHIN THE TERRITORY OF THE REPUBLIC OF ARMENIA AND BEYOND THE TERRITOR OF THE REPUBLIC OF ARMENIA
11. At the initiative of the National Coordinating Body, tour operators shall be provided with a list of endemic or unsafe areas for communicable diseases published by the World Health Organisation.
12. Where a case of disease or suspected disease is recorded upon departure and arrival, the tour operators shall recieve consultation on public health measures from the competent healthcare organisation designated by the National Coordinating Body.
13. Contact details of the sanitary quarantine points, the entity in charge of the state authorised body in the tourism sector and the National Coordinating Body shall be provided to the tour operators.
14. Upon learning of a suspected or confirmed case of a communicable disease or poisoning within a tourist group in the territory of the Republic of Armenia, the tour operator shall immediately report all information to the entity in charge of the state authorised body in the tourism sector and the National Coordinating Body for the purpose of isolating the source of infection and exercising control over the contacts.
15. Upon learning about a suspected or confirmed case of a communicable disease or poisoning in a group outside the Republic of Armenia, the tour operator shall inform the entity in charge of the state authorised body in the tourism sector, the Ministry of Foreign Affairs of the Republic of Armenia, and the National Coordinating Body about the case in order to implement health measures, where necessary, against the source of infection while returning to the Republic of Armenia and receive consultation regarding the control over the contacts.
III. MECHANISM FOR COMMUNICATION DURING AIR TRANSPORTATION
16. After learning of a suspected or confirmed case of a communicable disease on board during a flight, the aircraft commander shall report the following information to the air traffic control center in touch at that time:
(1) aircraft identification number;
(2) departure airport;
(3) arrival airport;
(4) estimated time of arrival;
(5) number of suspects on board, emphasising the words "communicable disease";
(6) number of persons on board;
(7) nature of the risk to public health, where known.
17. The air traffic control center shall report the received information to the central dispatch service of the airport.
18. The central dispatch service of the airport shall report the received information to the sanitary quarantine point of the airport for the purpose of implementing response health measures to prevent the risk threatening public health, and to the entity of the airport responsible for regulatory issues.
19. The sanitary quarantine point of the airport shall report the received information to the National Coordinating Body and the state authorised body in the field of Civil aviation.
20. The authorised body in the field of Civil aviation shall establish contact with the airport administration, the air company and other responsible structures exercising state control for the preparation of the airport and the organisation of appropriate health measures.
21. The air dispatch service shall issue instructions to the aircraft commander to park the aircraft at a hygiene stop for the purpose of implementing health measures for the passenger (passengers) suspected of having the disease on board, and for the contacts.
22. The aircraft and airport crews shall be instructed on opening the aircraft doors, passenger drop-off and on the information that must be reported to passengers before the arrival of the specialists of the sanitary quarantine point.
23. The sanitary quarantine point shall give a recommendation to the aircraft operator or the responsible representative thereof:
(1) on the completion of the health part of the Aircraft General Declaration by the aircraft commander or the representative thereof during the flight or after landing and the submission of a valid copy, the passenger name list to the sanitary quarantine point.
(2) on the submission of data to the aircraft commander or the representative thereof on the health (medical and sanitary) condition of the aircraft during an international flight, as well as any health measures applied to the aircraft.
24. After receiving a report on a suspected unusual or unexpected incident on board the aircraft, the sanitary quarantine point shall notify the aircraft operators in writing of the health measures being undertaken towards the aircraft.
